The New Jersey Small Employer Health (SEH) Benefits Board's recent interpretation of the participation rule will allow carriers to require 75% of eligible employees be insured with one carrier. Subsequent to the SEH's recent interpretation, Aetna will change their underwriting guidelines effective September 1, 2010. We believe other carriers will most likely adopt similar guidelines. What Is A Health Insurance Exchange? The Patient Protection and Affordable Care Act (PPACA), signed into law in March 2010 created a new mechanism for purchasing coverage called Exchanges, which are entities that will be set up in states and designed to create a more organized and competitive market for health insurance by offering a choice of health plans, establishing common rules regarding the offering and pricing of insurance, and providing information to help consumers better understand the options available to them. Initially Exchanges will serve primarily individuals purchasing insurance on their own and smaller employers; states will have the option of opening Exchanges to larger employers a few years after implementation.

Young Adult Dependent Coverage To Age 26
The new health care reform law requires group health plans that provide dependent coverage for children to continue to make such coverage available for an adult children, under their parents plan, until the child turns 26 years of age. The rules generally take effect for plans on their first renewal on or after September 23 of this year.

Summary & Timeline of The New Healthcare Reform Law
While the Patient Protection and Affordable Care Act (PPACA) was recently signed, the various elements of the extensive legislative change will take place over the next several years. The Kaiser Family Foundation has published a health reform timeline that provides implementation dates for key provisions. It reflects provisions in the new law and incorporates modifications to the law included in the Health Care and Education Reconciliation Act of 2010 passed by the House and the Senate.

In addition to the timeline, the Kaiser Family Foundation has also published a helpful summary of the new law, and changes made to the law by subsequent legislation, focuses on provisions to expand coverage, control healthcare costs, and improve the healthcare delivery system.
